PHP : phpMyAdmin showing Access Denied

Hi,
When I am opening phpMyadmin, it showing like this:

"Welcome to phpMyAdmin

Error

The server is not responding (or the local server’s socket is not correctly configured).

What can we do for correcting this…? Pls reply as soon as possible… Pls

Looks like your target machine is not accepting requests on port 3306 (mysql default).
