cant open a connection for phphelp Database: No connection could be made because the target machine actively refused it.I’m Getting this error after i upgraded from Xamp version 1.7.7 to 1.8.1.
I’m tired of looking thru all the links from google search. Any help ?
On your localhost? Every time I’ve seen this error it was due to a firewall.

most forums i was reading on says the same it could be a firewall block.
but how could it be a firewall issues? i was using it just fine. i unsinstalled version 1.7.7 and installed 1.8.1
i just upgraded the version of my xampp that’s it.
I really have no idea as I’m not familiar with XAMPP. If I had to guess, the port for mysql is not open.
