need to add this script sytem in my site

my site is redpock.com it has a admin account i want that admin account shows some money like points and pay that money or points to users accounts as admin choice and users minimum payouts settings and when user request for payout receive a mail and pay money to users via checque or etc. if users make multiple accounts i will track it and banned the user account… can you add this type of system.
