I am a developer of a community on a game called SA-MP. (San Andreas Multiplayer)
I have a few issues regarding the PHP for the website regarding things to do with tables and posting issues.

Not sure I understand what you mean. Nobody is obligated to reply to all the topics here. However there are members who may be willing/available to help you solve your problem. Did you post your question/problem? I cannot see your topic.

Where to post depends on type of your question. If you’re not sure just post to General PHP Help forum.
Again, welcome to the forum.
For getting help, you can post in the forum mentioned above, but also the Beginners - Learning PHP forum would be a good place. I personally check these 2 forums when i’m not knee deep in a project and have the time to help out. What you have to remember though is sometimes even the best of us can take a while to work out a problem so try be as patient as possible when asking for help
